To talk to wiseman anywhere in the game, do as follows.
Open WPE
Open EO
Go to the wiseman
Start recording on WPE
Talk to the wiseman on EO
Stop recording on WPE
The packet should be size 9 send, if it isnt, keep trying
Send the packet back 10 times 100 milliseconds
